  18. <p>     With the local hoosegow crowded, Boise authorities quickly
  19. put up an annex: a big top. Since July 6, nonviolent offenders
  20. have served weekend terms under a flashy red-and-white tent
  21. ordinarily used for the local fair.
  22. </p>
  23. <p>     The experiment has inspired some unavoidable clowning
  24. around. Captain Tom Taylor of the Ada County sheriff's
  25. department jokes that it is hard to persuade prisoners "to wear
  26. the little red nose and the funny hair." In fact, the inmates
  27. wear their own clothes and are routinely warned to use
  28. sunscreen to protect themselves from the hot summer sun. Meals
  29. are served at picnic tables, portable toilets are set up near
  30. the tent, and prisoners sleep on military cots. Says Marshal
  31. Carr, serving a sentence for driving under the influence: "It's
  32. fun really. I use it to catch up on my sleep and get away from
  33. my old lady."
